I'm "Logician" from vbulletin.org. Although I'm NOT interested in your position, I wanted to give my 2 cents if you don't mind as I'm also a professional working in the same position. Your budget is ample for this position and I believe you can find the right person if you search in right places:
* For starters, I don't see your announcement in vb.org's service requests forum and it is definetely the best place for this as it is the hang out for vbulletin coders. You can send your announcement there for free:

* I suggest checking reputable hackers in vb.org (and vb.com) community and contact them privately too. They are the people who know vbulletin system best and I believe one can be interested in your offer.
* You can also give it a shot in theadminzone.com which also has vbulletin guru members.
* If you have contacts with other large vbulletin forums in other boards like theadminzone.com, vbulletin.org, bigboards.com etc. you can also find the right person by asking to the owners of other large vbulletin boards. I'm consulting to some of the largest vbulletin boards and it is very common that, I'm asked for assistence by another large board owner who knows one of my clients.
Finding a good PHP/MYSQL expert is always easier but when you want a professional who has expertise in a special application like vbulletin, it takes more than traditional classifieds methods to find a dependable expert.
