    Few Questions:

    I know about the poll method, I know about poll scripts but I don't know what is WP+Poll.
    Is this a plugin? Is this a theme?

    How do Implement this?
    Is this something that will create a page on my WP site or the WP site will only have this script?
    Say I have a high traffic site, can I have this tool display a poll in the side bar or Within a page?

    Its a plugin that transforms one page per poll in to a new, poll-specific theme. That is, the polls plugin has its own poll themes that define how polls should look.

    As of right now, there's no widget to do sidebar polls, however, in 2.0 you can embed polls in posts without transforming the theme to the poll theme. Optimally, though, you'll use a fresh WordPress installation and build a polls site on it; using WordPress just to make pages like the terms/privacy/about pages (which the script actually makes for you) to bump your quality score.
