Web designer needed to create image-based nav system using dynamic layers

Description:

Need ASAP an experienced web designer/developer to create an internal page navigation system using dynamic layers and rollover buttons. 

when user clicks on a tab, it reveals content related to that tab in the page without reloading the page or going to another page.

the navigation buttons must be image-based (rollover buttons).

I have the jpegs for these buttons already.

Take a look at the page and you'll see what I'm trying to do:

There will be 3 tabs.

This is for just one web page.

It must not interfere with existing site navigation in sidebar.
