URGENT - Huge Project CMS?

I want to replicate or have a new design system similar to www.rivals.net

The system must display to user, News, Forums, Polls and other standard features to begin with, users must be able to link between diefferent forums approx 100 without the need to change username, ie all one big site.

Please take a look at the link I provided, this is a huge project and is a very serious one as I have backers in place for funding.

 

Back end must be asy to use and have ability to have again, separate log in for different site administrators, again, view www.rivals.net and you will see this situation.
